Program Quality Liaison 1

Overview: Reports to the Executive Director. The Program Quality Liaison 1 (PL1) is an experienced mental health professional who works as part of a team to implement the Community Mental Health Fund’s (CMHF’s) mission to support a network of quality mental health programs.

The PQL1 will maintain collaborative relationships with a portfolio of grantee agencies and provide in-depth reporting to CMHF staff on grantee agency activities and outcomes. The PQL1 will utilize a variety of qualitative and quantitative techniques to provide technical assistance and support performance improvement of grantee agencies. The PQL1 will also be required to learn analytical skills and the application of CMHF quality measures and performance improvement techniques.

Key Responsibilities: Serve as the primary program officer for discretionary grants, including contracts for training, conferences, projects, and grants to assist agencies in preparing to join the CMHF provider network. This includes:

· Reporting contractual activities, outcomes, and expenditures.

· Reporting on compliance with legal requirements regarding the use of funds.

· Reporting on the status of agency performance objectives and use of treatment plans as applicable.

· Collaborating with CMHF staff to develop and implement policies and procedures for on-site review of outcomes, documentation, and service delivery in discretionary grants.

· Documenting and reporting on day-to-day activities to the Program Liaison 2s, leadership staff, and the Board of Trustees regarding funded agencies’ activities, spending, and performance.

· Attending and participating in CMHF-funded community training and mental health events as a part of grant tracking program and to build relationships with the mental health community.

Skill Development: To be successful in this role and to assume progressive responsibilities in the organization, the PQL1 will be expected to engage in ongoing learning to develop and demonstrate information and skills consistent with CMHF policies and initiatives. These include but are not limited to:

· Engaging with CMHF-staff to learn and deploy quality improvement activities based on clinically sound practice, clinical and functional outcomes, and quality assurance improvement.

· Treatment Plan review based on professional best practices and statutory requirements.

· Providing a supportive structure for developing quality improvement goals in response to the objectives and capacity of grantee organizations.

· Serving as the knowledge base to assist agencies to develop fee-for-service billing.

· Supporting the design of key performance indicators and data collection tasks by funded agencies to earn performance incentives.

· Shadowing senior staff and engaging in one-on-one learning to develop skills and procedures for on-site review and the relevance of CMHF Quality Pillars.

Job Requirements:

· Licensed, or under supervision for licensure, in a behavioral health discipline such as social work.

· At least 3 years’ professional experience in mental health service delivery.

· Experience with documentation and review of clinical charts.

· Familiarity with state and professional standards for documentation.

· Experience using electronic medical records (EMR), including data entry, review, and reporting.

· Proficiency in Microsoft Products (Excel, Word, and SharePoint).

· Knowledge and experience in the application of evidence-based practices (EBP).

· Integrating response to social determinants and health disparities in day-to-day work.

· Professional oral and written communication skills, with a variety of audiences.

Helpful Skills and Experiences:

· Master’s degree in social work, clinical psychology, or related field.

· Able to collect and use quantitative information for decision-making.

• Understanding of quality incentive systems such as value-based payment.

· Supervisory clinical and/or project management experience in a non-profit environment.

· Familiarity with QA QI process improvement cycle

· Experience developing measurable goals and key performance indicators at the program level.

Personal Attributes:

· Effective relationship builder, collaborator, organizer, and coach.

· Knowledge of the greater Kansas City behavioral health community.

· Able to conceptualize and understand interconnected processes at a systems level.

· Strong attention to detail with mathematical and written information.

· Initiative-taker with strong problem-solving abilities.

· Able to work occasional events outside normal business hours and lift 25-50 pounds.

Salary/Benefits: Commensurate with experience. Salary for the position ranges from $65,000 to $85,000. The Community Mental Health Fund offers an industry-leading benefits package including health insurance, retirement plan with company match, paid time off and paid holidays.
